Ross has committed to his coach for the 2015 season and his general manager. The Dolphins won’t have $35 million to spend this year and early looks say they could be over the cap. With Ross giving Hickey and Philbin the 2015 season he needs to support them in off-season spending. It’s not a permission to spend frivolously but permission to spend what they need or have to get playmakers on the field. The Dolphins don’t have the luxury this year of drafting players to start and develop. They need to win this year and they don’t have the players on the roster to do that as it stands now.
