Latest 2019 mock draft has Miami Dolphins picking number one overall

The Miami Dolphins are finding love for the 2018 season hard to come by and now a prominent mock draft site has the Dolphins picking number one overall.
In the latest WalterFootball.com mock draft, the Miami Dolphins are picking number one overall thus kicking off the 2019 draft. There are no parameters listed that I could find as to how the draft order was achieved.
Regardless, the Dolphins according to them will be so bad that they will have the first pick in the draft and there is no mention of Ryan Tannehill being hurt. With that pick the Dolphins are taking Michigan quarterback Shea Patterson. Here is what they had to say.
"The Dolphins will give Ryan Tannehill one more chance in 2018 after not drafting a quarterback. Tannehill will have failed if Miami has the first-overall pick in the 2019 NFL Draft, so it’ll be looking for a new franchise signal-caller.Shea Patterson completed 64 percent of his passes during the 2017 campaign. League contacts have told Charlie Campbell that Patterson compares favorably to Johnny Manziel, but without all of the off-the-field concerns. I think Patterson will have a realistic shot of being the top pick in the 2019 NFL Draft if Jim Harbaugh is able to coach him up."
I am finding it hard to believe that Miami will finish with the worst record in the NFL with Tannehill under center. It amazes me that people have forgotten how good he was getting in 2016 and simply chalk that all up to luck.
Tannehill is a smart quarterback who can make good decisions and his consistency was getting better before the injury. Those in the media want to write him off for a knee injury that other lesser QB’s have come back from.
The Dolphins are in no way perfect and any talk of a potential playoff seed is far too early and homerish but Miami could have a surprisingly good offense and a defense that can be adequate early and get better as the season goes on.
You can never put any stock into a mock draft even one that is only a week or two out of the actual draft. This one however borders on questionable sanity. The 2nd team to pick is the Buffalo Bills and the third is the New York Jets. The Browns, for what it is worth are picking 8th.
