21.  Indianapolis Colts 

Will the addition of veteran QB Phillip Rivers be enough to elevate a Colts team that lost 7 of their last 9 games to end the season?  Considering Rivers is 38 years old, and led a much better Chargers team to a 5-11 record last season, the answer right now would appear to be ‘no’.

22.  Cleveland Browns 

Head coach Kevin Stefanski is tasked with elevating a Browns team that finished last year in the bottom half of the league in both offense (22nd) and defense (20th).  Free-agent tackle Jack Conklin will hope to gel quickly with his teammates while losing linebacker Joe Schobert’s 133 tackles and 4 interceptions will undoubtedly be a blow to the Cleveland defense.

23.  Las Vegas Raiders 

The Raiders had surprisingly few notable free-agent defections but it’s hard to believe that first-round pick Henry Ruggs III will be the missing piece to drastically upgrade an offense that failed to score more than 20 points in 5 of their last 7 games.

24.  Miami Dolphins 

I am sure I will take some ‘heat’ for having the Dolphins ranked this low.  If you look at it objectively though you will see a team that has replaced both its offensive and defensive coordinators.  As for the roster, it’s quite possible that over half the overall team may be new from a year ago and have as many as 14 new starters heading into week one of the season.  While I have no doubt the Dolphins will improve as the season progresses, it will take time for all the new pieces to gel.

25.  New York Jets 

The Jets are another team that was busy in the offseason.  While they benefit from stability in the coaching staff it’s hard to shake the fact that Adam Gase seems to be losing the confidence of his locker room.  The Jets play a tough first and last four games; both of which create the possibility of Gase losing the locker room for good.
